Description

Under general supervision, inspects plumbing and drainage systems to assure compliance with pertinent codes and city ordinances, approves plans, specifications, and accepted standards and methods of work; and examines plans for compliance with pertinent codes, laws, and ordinances for the approval of applications for permits.

Examples of Duties

1.Approves applications for permits when necessary.

2.Completes daily inspection activity reports accurately and neatly.

3.Examines construction plans prior to the issuance of permit to determine conformance with pertinent City and State codes /ordinances.

4.Prepares code violation cases for court and appears and testifies regarding code violations in court cases.

5.Investigates complaints of code violations and prepares notices of violation to be sent to appropriate person(s).

6.Assists in the training of new employees.

7.Inspects plumbing and drainage installations in and around new, existing, renovated, remodeled buildings of all types for compliance with pertinent codes, and ordinance requirements.

8.Determines if installations conform to the code and approved plans.

9.Performs witness test of plumbing systems for leaks, examines fixtures, appliances and special fittings to see if they are code approved types.

10.Performs related office duties as needed.

11.Works with supervisor(s) and management to improve efficiencies within the division and department.

12.Prepares and presents lectures, speeches, and demonstrations on plumbing issues.

Minimum Qualifications

High school graduation or G.E.D. and preferably completion of two years of college with specialization in engineering.

Two years of journey worker level experience in the construction and maintenance of plumbing and drainage systems and related parts, preferably including experience in the inspectional and/or supervisory phases of the work.

Supplemental Information

LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:

Valid State of Michigan Journey and/or Master Plumber License required.

Employees certified or promoted to this class must acquire and maintain registration as an inspector and plan reviewer with the State of Michigan, as required under the provisions of Public Act #54, Rule 31, R 408-30043. Progress toward obtaining certification will be evaluated at the end of the initial six-month probation period with a conditional six-month extension possible, after which, failure to comply will result in termination of employment in this class.

Employees in this class will within (30) thirty days make application for a provisional registration with the State of Michigan in accordance with Public Act #54, R 408.30031, Rule 31 (5) and provide written verification of completing the minimum required hours of approved educational or training programs as prescribed in Table 31 of Rule 31.

An applicant for registration as a provisional plumbing inspector shall have possessed a journey license for not less than 2 years or shall be licensed as a master plumber under the provisions of the state plumbing act, 2002 PA 733, MCL 338.3511 to 338.3569.

Employees in this class will be required to provide their own automobile for transportation on a reimbursed mileage basis; valid State of Michigan Operator License required.

Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.

DISTINGUISHING CHARACTERISTICS:

Work involves the ability to climb ladders and enter manholes, narrow openings and crawl spaces, and to move along narrow, exposed platforms and beams, and to climb in and out of trenches and other excavations, work in high places and confined spaces, and work in hot, dusty places.

Sick Leave

City employees accrue sick leave based on the number of regular hours worked. Full time employees earn ninety-six (96) hours of sick leave per year. You may carry over your unused sick leave. Effective July 7, 2012 maximum accumulation is 300 hours.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service; - At age sixty (60) if you have at least ten (10) years of service, or - At age sixty-five (65) with eight (8) years of service. (In the event of disability, other eligibility rules apply); • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service; • Employees are vested after ten (10) years of service, regardless of age.
