Position Summary

Develops, coordinates and implements projects associated with strategic plans and initiatives. Responsible for ensuring the scope and direction of each project is on schedule, meets specifications, remains within budget, and delivered on time. Manages and coordinates process and resources, monitors progress and resolves conflicts that arise during course of the project. Develops communication and training programs associated with project or changes in operational processes. Provides continuous status updates and final results to leadership upon completion of the project.

Provides project management, oversight and leadership in a wide range of areas in order to coordinate and create the Michigan State University Extension (MSUE) annual state plan of work and annual report of accomplishments used in federal and state reports, including multi-state and integrated report generation. This includes problem solving, the understanding of logic models, as well as monitoring, compiling, tracking, analyzing, extrapolating and synthetizing complex numeric and text information for report generation.

The Michigan Planning and Reporting System (MIPRS) is an online application tool used exclusively by MSU Extension to track employee and work team plans of work, individual programmatic efforts and outcomes, and for collecting community level program outcomes. As the MSUE Planning and Reporting Project Manager, this position provides management training and technical support for MIPRS, including responsibility for creating and coordinating the Michigan State University Extension (MSUE) annual reports of accomplishments. This position requires the understanding of federal policy and guidelines as well as the ability to successfully engage and work with a wide variety of individuals, across content areas, utilizing effective oral and written communication skills. Additionally, this role provides oversight and management of the SUPER (Supervisors Using Planning, Evaluation, and Reporting) system. The SUPER system is an online application that captures plans of work and reporting efforts for Extension District Directors and Supervising Educators—essentially, it is the reporting system for supervisors.

Characteristic Duties/Responsibilities

  • Develops project plans and new initiatives in coordination with leadership and customers/partners to ensure alignment with strategic plans and project objectives.

  • Manages projects and initiatives through coordination of internal and external resources, creation of deadlines, assigning responsibilities, monitoring progress and status reporting to ensure successful completion.

  • Resolves conflicts between project resources and other functional areas that may arise during the project or as a result of the initiative.

  • Analyzes processes and systems to identify improvements that maximize operational effectiveness and meet the project goals.

  • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and competing action plans.

  • Facilitate change management; develop communication and training programs to ensure awareness and understanding of projects, operational processes and procedures.

  • Prepares and presents reports on the final results of initiatives to leadership, customers/partners and other stakeholders to document the final results of projects and initiatives.

Unit Specific Education/Experience/Skills

  • Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Computer Science, Business Administration, or Management.

  • Three to five years of related and progressively more expansive work experience in project management, business analysis, facilitating/training with a focus on business management and online reporting systems.

  • Workflow process analysis and implementation of strategic initiatives.

  • Or an equivalent combination of education and experience.

Desired Qualifications

  • Demonstrated ability for accuracy and thoroughness.

  • Experience in large project management, including designing data collection processes and forms.

  • Advanced skills in using Microsoft Excel spreadsheets creatively.

  • Proficient in Microsoft Access or other database management systems.

  • Proficient computer skills in using all Microsoft applications (e.g., Word, Excel, PowerPoint, Outlook, etc.).

  • Knowledge of basic technologies, including word processing, e-mail, PowerPoint, the Internet, etc., as well as the educational use of computers, the Internet, and other distance learning techniques.

  • One to three years of related and progressively more responsible or expansive work experience in maintaining program information or departmental data.

  • Experience and proven ability working productively with a team.

  • Self-motivated with demonstrated ability to work independently in an office environment without daily supervision and/or coaching.

  • Proven ability in establishing and working with a diverse network of constituents across race, gender, socioeconomic class, disabilities and other differences.

  • Understanding of and ability to implement Civil Rights principles and compliance standards.

  • Ability to occasionally travel in local and surrounding communities.

  • Actively participate in professional development opportunities.

  • Ability to create and carryout a project plan from research of initial concept to project completion and follow-up.

  • Other skills and/or physical abilities required to perform duties of the position.
