Kelly Services Construction QA Specialist in Mildand, Michigan
Kelly is currently seeking an experienced Construction Quality Assurance Specialist with experience in Piping, Welding, and Mechanical processes to join a leading team in Midland, MI and implement Quality Assurance procedures for Capital and Expense projects managed by Technical Expertise and Support (TES).
The Construction Welding/Piping/Mechanical QA Specialist will lead Quality Assurance and oversee Quality Control by contractors for all Construction Projects for Welding, Mechanical, Piping, PCE, and Non-CRE rotating equipment. This role will mainly be in Midland, Michigan, and will also support regional sites remotely, but some travel may be required.

Experience across multiple functions. Minimum 10 years’ experience in capital construction or construction inspection.
Minimum- high school education, higher education in an engineering or construction management discipline is beneficial.
American Welding Society (AWS) Certified Welding Inspector (CWI). – Successful candidate will be responsible for maintaining CWI certification.

Extensive understanding of advanced inspection techniques and quality system audits.
Extensive understanding of industry codes (ASME, ANSI, API, etc.).
Critical Success Factors:
Knowledge of critical construction quality requirements for welding, piping, mechanical, non-CRE, piping, and PCE disciplines.
Facilitating appropriate subject matter expert involvement in quality assurance planning.
Participate in front end design stages.
Help develop testing plan, hydrostatic verses pneumatic testing.
Facilitating implementation of regional construction QA work process.
Review and approve contractor site specific quality plan.
Monitor contractors work process according to their QC plan.
Monitor QC to craft ratio.
Participate in weekly scheduling updates.
Participate in weekly audits.
Primary Responsibilities :
Ensure that critical-to-customer quality requirements for construction projects are met. Implement the quality assurance program for their assigned projects. Ensure that the required contractor quality control procedures are properly implemented and that the constructed facilities comply with related requirements, codes, and specifications.
Significant safety visibility and activity level providing support to the Construction Manager (CM) on their projects. The specialist shall be actively involved with interventions and observations. Behavioral based performance interventions shall be recorded in the tool.
Review and approve the welding and piping sections of the contractor’s job specific QC plan.
Provide the necessary technical welding support to the CM on their assigned projects.
Review and maintain radiography and weld rejection data for their assigned projects in the quality data base.
Work with CM to help resolve welding request for information issues
Responsible for Maintaining and Administering the TES-Construction quality assurance work process for welding on their assigned projects.
Review and approve welding procedures and welder qualifications for their assigned projects.
Spot check MTR’s to assure compliance with specifications and codes.
Communicate with material subject matter experts (metallurgist) on any filler metal or material issues.
Provide the necessary technical quality support to the CM’s on their assigned projects
Work with CM’s to help resolve the contractor’s (RFI) Request for Information. The Mechanical Specialist is to help research the problem and provide feedback to the CM’s. The Specialist shall not provide engineering solutions.
Responsible for maintaining and administering the TES-Construction quality assurance work process for their assigned projects.
Maintain the data for their projects in the quality database (this includes radiography data, NCR and pipe testing documentation)
Assist in the evaluation of project specific quality plans.
Verify the contractors’ implementation of their project QC plan, identify deficiencies and work with the Contractor QC Manager or the CM to correct.
Verify all required Dow specifications are on site
The weld quality levels will be monitored using a weld rejection rate. This will be tracked using the quality data base. When rejection rates for a project reach 3% or greater an NCR will be initiated.
Monitor filler metal controls and storage as specified in the contractor’s site-specific quality plan, the Dow quality specifications, and Dow specifications.
Audit Filler Metal Receiving process and spot check MTR’s for filler metal compliance for specific vendor requirements.
Check Qualifications of personnel issuing filler metals. This person shall have qualifications like the QC inspector. Foreman level or responsible supervision may be used in this role provided they have received appropriate and documented training from the QC Manager.
Perform visual examinations in the shops and field for code compliance and Dow specification compliance.
Items to be verified:
Perform welding audits to confirm compliance or identify and Non- conformances.
Enter Non-Conformances Reports in the Quality Data Base and work with QA Specialists to resolve.
Fulfill the role of Qualified Inspector for any new piping installations that are managed by GMISS
Ensure adequate documentation as required by GMISS is provided by the Contractor
Support the Mechanical/Piping Engineer to in reviewing submitted documentation for accuracy
Audit and support contractor in the performance of managing GMISS registered piping lines
